On warriors I try to get everything to 85 with practice weapons.

Then I switch to my spec and the rest are usually pushing the mid 90s by hero from ranking on mobs with different weapons, PK and such. I'll also use other weapons when I'm mastering non-spec skills. It's time consuming but it tends to work out pretty well.
