Try fighting a villager with an unprepped STSF char, you'll blow up in three rounds before STSF even charges, and your damage output won't be nearly enough to threaten them through resist.
STSF is one of those things that's only really dangerous in extended fights. That is to say, the more STSF charges up, the more opportunities the opponent has to exit the field. About 98% of the time, if you die 1v1 to a dexy STSF character it is because of your own mistakes, a death that was avoidable if you had simply typed flee earlier - its nothing like bash, where bad luck means you're locked down for the entire fight and die without getting a single command in.
