That's a warrior. It has massive damage output, as good as yours or better. However it also has the dodge skill, which means much less of your damage is going through. So, the wrong thing to do is bash him, since a bash is a gamble that your passive damage output is better. The fact he's a dwarf makes this worse because of his strong HP, and the fact he's a rager makes this much worse, but an uncaballed human warrior is still a poor target for a bash.
So what to do? Buff yourself; you tried that, but you're too low of a level to get damage reduction worth a damn or have class buffs worth much. Debuff him; curse and blind are all very well but don't solve the issue of him having far better melee. Poison and plague are not a sure thing to land on anyone before you're out of mana at this level, Dwarves may as well be immune. There are items out there to help with this if you look for them.
Lastly, you're wielding mace/flail - don't expect to parry anything much with these, maces are poor defensively and flails are worse. If you're not yet level 29 to vault at least use a sword if you're trying to mitigate enemy melee damage and give yourself an opening attack in cleave. In this situation anything but bash would have been better, even lightning bolt, energy drain is also a fair choice.
When fighting a warrior as a lowbie generally lightning bolt spam combined with enlarge and flight is one of your better options. Quite a lot of the time you'll get bash attempts and be able to unload while they've lagged themselves. Disarm was a fair call but it's a high risk move. The 20's just aren't a good place to be an A-P though, the gap between warrior melee and A-P melee just keeps widening between 20 and 34. Just race it to 36, sleeks, bloodlust, spine of the akragaka.
