Imperial Law states that all items of power are to be kept within the throne of the Emperor. 'Excuses' are what Imperials who don't have flags for raiding the spire need.

Really think immolation needs to be toned down ALOT!! Its certain death to anyone who doesnt go stnad at the healer for ten hours.
