I think you'd have to subdivide things out a bit then. As far as raw pk skill, in-fight awareness, skill usage etc goes... then yeah, I would put myself into top-tier consideration. But when discussing the top-tier pker list, I don't prep hard enough nor do I play conservatively enough to truly sustain long term high pk percentage to really deserve a place at that table. (with the one exception being when I play shaman)
My strength and weakness is actually one and the same. My hyper-aggression holds me back, but at the same time it also makes me a threat to almost everyone I fight.
However, whether or not you put me above the prep whores, (and thank you, truly, for doing that. High praise coming from you.) Prep whoring is still part of the game and I was factoring that into the conversation. A strong prep whore will likely have a much 'stronger' character that is more widely considered a 'top-tier' pker. For instance, I might go 150-70 with a warrior in 200 hours. However, the top tier pkers can go north of 300 pks and sub 100 deaths over the course of 400 hours. That gap is what I think separates the consensus absolute top tier pkers over the 'high end' pkers (of which I would include myself)
