If the spirit can insect swarm, bloody shackles might seem equal, but that's a bitch of a run for an outlander.
They'd end up going to the weald and having to camo until they wore off before running it back.

Inners are not supposed to be all that difficult, and in truth most all of them can be pretty easily solo'd. They're their to enable a defender to be able to fight back. Maybe against two to three attackers.
As far as being a support to a defender, the spirit is good.
Swarm, spores and thornheart generally screw attackers from camping outside to recover where the individual can't chase down for fear of being ganged.
The Nexus inners were good.
The destructor is pretty useless unless he goes polearm or flail. His only perk is a ton of hp.
Watcher was worthless unless he miraculously uses light of heaven, which he never does when it would help.
The council is pretty weak, but with a few things can really swing it, like a healing curse, a deafen, or some well timed assassin/warrior skills.
Scarab, who cares they have revenants with a defender.
The executioner is garbage unless it's someone that relies on sheer dam reduction so that number of hits matters more than anything.
