The Plaza of the Shining Fount 
  You stand in one of the many squares dotting Voralian City. Alabaster bricks
encircle around a shining fount, in the center of which is a valiant-looking
knight standing over a fallen troll, with one boot rested on the carcass,
while one arm raises a sword triumphantly. Before Voralian rebuilt the ruins
here, a legend claimed that a mighty troll was slain by the founder of the
old city, on this very spot and that a spring formed where the monster fell.
You can leave the square in the four cardinal directions. The streets run
south and east, while the city gate lies to the west. To the north, a variety
of wooden toys are on display in the window of a small shop.

Avenue of Retribution 
  Tall lamp posts line the wide avenue of luminescent white brick, casting
down light from the enclosed oil lamps at their tops. The stone buildings
that front the avenue are quiet, most of the windows you see holding no
light. The avenue runs a southerly course through the city from here,
easily seen by the evenly spaced lights. To the west the avenue ends at
a dimly lit square, a large statue atop a fountain clearly seen even in
the gloom. A large wooden sign hangs off the building to the east, while
an awning cast shadows over the entrance of the building to the west.

light. The smell of sacred incense emerges from a small shop to the east,
that appears darkened in shadows, while a small butchery is to the west,
the variety of meats no longer on display. The white bricks of the avenue
continues straight and narrow to the north and south.

  Street lamps evenly spaced around the perimeter of the square cast a dim
light over the area, enough to see by yet not enough to disturb any who
might be sleeping behind the many windows of the city. In the center of the
square stands a round pedestal of iridescent white stone surrounded by low
benches. Atop the pedestal is a towering statue of a huge giant crafted of
the same stone. A double-row of lights lead off in every direction but west,
easily identifying the avenues which traverse the city. To the west a massive
gate tower rises, the arcing form of a bridge just visible beyond it.

  In the glaring light of a pair of long torches a massive gate rises from
between a bridge to the west and a dim square to the east. The metal of the
gate itself glints brightly, yet details are hard to see even in the light
of the torches. The stone of the gate tower is little more than a mosaic
of dancing shadows as the flames of the torches flicker in the night. Yet
despite how little the light seems to reveal, you have a sense that this
is a place of security.

Imperial law contradicts itself in cases like this. I think they did that intentionally in order to create conflict, but you never know.
