Basically it works as a "protection versus unbalance". If veil is thin, it works better versus magic, if veil is thick, versus melee, if order is in power, versus order, if evil is in power, versus evil. Etc.

That in itself should restrict Nexuns (at least, smart ones) to just fighting those who tip the balance and staying out of any other fight.
