There's probably a distinction of actively cheating vs passively cheating.

Actively cheating being something like "I am going to use this list of secret information for my gain"
Passive cheating being something like "I want to see why this list is banned" and then having the information from the list help one of your characters out in some way.

That distinction sucks because it wasn't very distinct, but I wanted a brief example of what I meant by the post subject.
