Shield paladin has 4? combat options. Angel's wing, wrath, flamestrike, flank and shield bash. With no way to blind (outside of progging gear) disarm is basically a waste.
Monk is even worse as there are very few cases where intesify is not the best thing you can do, and your only other real option is respond. Ascend is basically terrible (outside only dash + one strike without a damage multiplier and doesn't lag or anything).
Staff paladin is much the same as shield. Bat, fend, marshall, manuever.
Two-hander is the most diverse, and that is solely because of templars defense, and even that only really adds 4-5 legit options (at least you can blind).
90% of the virtue stuff doesn't do anything to address this, it's basically just more of the stuff you are already good at. You might as well play an offense/defense shifter, at least then you have wands, staves, and scrolls.
Compare that to say... warrior. You've got bash, trip, drive, dirt, disarm, offhand disarm, shield cleave and even slice, pierce, and thrust; without even talking about spec skills or legacies. Any one of those can change the dynamics of a fight in your favor as a warrior.
