Was the loss of locate timed with the return of Umiron?

When I returned to CF I played a couple of good align conjurers to relearn the mud and one of the lost request. At the time I had no idea why. Later in a pleasant chat with Umiron in the ROTD on another character he admitted to hating my conjurers and called them useless hoarders. He even went on to say that the immortals joked about them in immland being useless hoarders because I never participated in PK and only explored. So yeah he took request from me. Lovely.
