That "have to" should probably be in very sarcastic finger quotes.. but anyways we don't have jobs for these military personnel to come back to, so we will ship them off to blow shit up on every corner of the globe. Also, the defense contractors are pretty upset about the sequester so we'll need an excuse to fill their pockets even more. It's all much easier to understand when you view the military as a jobs program.
