He's a pholosopher, so this is a philosophy book, not a military textbook.
I'd compare him with Zbignev Bzhezinsky (check the Great Chessboard, which is pretty much the same but from US pov), except that he has never been an official advisor to anyone. Some of his ideas are popular, but he is becoming increasingly marginalized lately.
On a scientific side (geopolitics wise) he is developing the ideas of Ratzel and Maccinder.
