The common consensus is that 2018 is the real year the Angels starts rebuilding, since the Hamilton money comes off the books. That 's $26 million freed up for 2018. Also, remember Jered Weaver and CJ Wilson money just came off the books after 2016, which is an additional 40 million combined. So you're looking at more than $66 million to throw around for 2018, and there's word that Moreno may be willing to spend again. I don't think it's likely, but could you imagine if they decided to spend for Bryce Harper in 2018 (edit: or is that 2019 where he's a free agent)?
Also, in retrospect, I think that the Angels dodged a bullet by not signing any of the big outfield free agents in 2016. So that's a non-argument that they were wasting anything by not spending there. And this year, there really wasn't anything out there worth spending on anyways.
Now, moving forward it looks like the new GM, Billy Eppler and company are doing good things, and are making Jerry DiPoto look like the hack that he was. He's doing much better with his picks so far. Also, most of what he's done this year has been short-term decent signs for 2017, and in my opinion has done an amazing job of making the team watchable this year, without giving up really anything at all. Even though the farm system is ranked pretty poor, there are a couple of interesting players who should be coming up in the next couple of years: Jahmai Jones and Matt Thaiss are looking like legit studs, and there are a few decent arms down there as well (even though the rest of the system is painfully poor).
TLDR: Angels should be in a great place from 2018-2020.
