Okay, say I bought a used vehicle, and the previous owner was unable to hand over the paper title for the vehicle. The previous owner cannot be reached, for whatever reason, be it leaving the state or didn't have a contact number or whatever. Since I bought the vehicle, and have receipts for purchasing the vehicle, am I able to get a new title for this vehicle without the previous owner being available?
