Best action? yes.

Better story than First blood? no.

Far....far...far better than anything between first blood and this one? yes.

but, it just doesn't have any moment with the power that the final scenes of first blood (the monologue....ask my army buddy kyle "Oreo"...he can recite all 67 minutes of it...heh)
