I believe it has more to do with the fact that the M249 and grenade launchers, etc, are designed to do harm on a larger scale than handguns. This is also the reason it costs a lot of money and extensive backround checks for those who are allowed to own and use assault class weapons, automatic weapons, etc., on personal time.
