His point in that quote is to suggest that "you have a constitutional right to 'anything goes'" is unworkable. That doesn't specify what limits on consensual activity he thinks are appropriate.
In his heart of hearts, he probably wishes more states still had laws prohibiting consenxual homosexual acts. Though, in a post Lawrence-v-Texas world, there's not much he can do about it.
It is possible that he's federalist enough to believe that oral sex is not a constitutional right, meaning an individual state could criminalize it and not run afoul fo the constitution. Of course, that doesn't mean he thinks states <i>should</i> criminalize it; only that they aren't prohibited from doing so.
Then again, Santorum is not much of a "state's rights" guy.
