My position is that people who can't learn from short bans and warnings deserve permabans.

Dur believes that they might still learn from short bans and warnings.

Happily, we're able to put this to the test and react accordingly.

The other thing is, I believe that if someone KNOWS that something will get a permaban, they're unlikely to do it and no ban will be necessary at all. Having said that, there's a difference between someone doing something stupid once and someone who makes a general habit of it.
