He went from being a neutral evil character who happened to be Provost to being an absolute horror show of a Provost. It all started because of his OOC hatred toward Thelathelao (he admitted to thinking he had the same player as Lhotki, who apparently Qinsa's player didn't like), and snowballed downhill from there.
I know jalim and beront disagree because they're unapologetic douchebags, but hopefully they're the exception rather than the rule.
Stay IC, but don't be an asshole to the other player. NO ONE wants to waste 3 hours gathering shit that you sacced or looted for no good reason.
The fact that there are a few extreme level dependencies is my least favorite PK mechanic in the game. A lvl 51 wight army is putting out like 300 damage per round (pre DR) to even the most tanky level 45 player.
Of course, when that player hits hero, they can basically ignore the zombies altogether. None of it makes sense to me.

The only times I've ever won this fight as a shaman is by getting their weapons to drop somewhere far from the village. Massive DR (stone/shield on top of sanc/prot) will also do the trick.
1) To try and convince the tribunals of the stupidity of their laws, if they're also breaking them left and right.
2) Like bloodmoon said, to spread distrust within the spire. Any time they spend investigating each other is a win.
3) Generally speaking, to use their laws and rigidity against them.
