Thats exactly the point. Tribunal are not supposed to summon anyone within town without asking first at all. Hence in a world of no grey area you being completely in the wrong for doing so.
What about a system where the edgepoints rewarded for killing someone is directly related to how many people that person has killed since his/her last pk death?

Sadly I've tried time and again to RP well, PK hard, and just do things I think would be entertaining for Imms. On one occasion I even got imm interaction (through an NPC) and a short term custom title for a sweet kill on a character I tried very hard to RP well on and got zero imm exp from it. Almost as if saying "yeah that was ok kid, but try harder."

At least for me I see Scarab as being kinda elitist in attitude and enrollment. With the way I see the cabal right now I couldn't possibly see myself joining. As an outsider it seems kinda cutthroat. Seems like you've gotta have great RP, great PVP, and great self-reliance. I am a newb with none of the above so I just couldn't see myself trying anytime soon.

A ranger could really be running all over and still stay in wilds. Even stay in home terrain and have tons of options. There aren't a ton of places for a water shifter to try to catch someone and be at an advantage.
...but with battle in particular the only things that matter are parity and killing mages. He managed to break both in one action in a 'honor above all' sort of cabal. I'm sure if anyone in power knew about it, it would have been a trip to the circle or a burned hut.
I don't really feel confident enough at the game to go playing a scarab or scarab follower. Both the cabal and the imm seem to have an air of superiority I don't think I could live up to. I'm certainly not self-sufficient.
