Is how to court the votes of evangelicals (based on his pro-life cred) without appearing to court that group in in any way whatsoever, since that would alienate everyone else. Also, he needs a way to cast certain of his positions to that group that the normally vehemently oppose (like relaxing federal restrictions on banned substances). If he can get them to see that it's a constitutional issue (and that each state can merrily go on banning whatever substances they see fit) then it might calm some voters' fears.

<br>Realistically, though, my guess is that the lion's share of evangelicals will support Huckabee (in the primary, at least), since he's a former pastor, pro-life, and not a libertarian like Paul. If Huckabee drops out before Paul, though, a non-insignificant portion of those votes may swing over to Paul.
