An orderly evil might 'suggest' the beggar get out of his city and stop cluttering his streets. If nothing happened, they might pay someone to rough him up and turn a blind eye, or even make sure the guard was 'unavailable' when a mugging took place. If the beggar still didn't move they might disappear shortly afterwards. The whole time the evil would be sitting at their desk drinking tea and thinking how to overthrow their boss within the rules and limits of the system
