Make induction easy and almost instant for all your applicants, even in scion.
Leaders should be about keeping an eye and booting that people who chronically screw up, instead of vetting people for 30 hours before inducting.
And if the leaders won't do it, the Imms have to replace the leaders and find people who will.

I went from mandating recs and such to saying F*** it, you pledged, you're in, do this and you get to keep your spot.
That system works and encourages people. And I noticed those people later on were generally much better than the ones that did the whole rec gathering BS.

The problem with it is only when you have leaders, like myself, that are too hesitant to boot the people that take advantage of it or don't mesh well with the cabal.

But seeing 3 inducted scions? 11 Villagers? 13 Nexus?
That's crap.
You're not fostering RP by keeping people out and putting them through that out dated sytem, you're stifling it.

It makes me sort of want to roll another character for one of those cabals, work up to leader, and put it in place again just to see if people genuinely prefer that method.
