Raiding should be hard to achieve - no matter what (regardless of opposition) but highly rewarding (and maybe less "death-trappy"). Retrieving should be easy to attempt (less "death-trappy") and generally less time consuming and require and somehow support active participation from out of range "defenders".
I'll give it some thought but that's the goals I'd set for the end result - more back and forth "action" without as many death-trap/full loots to create "stalemates" (you'll note that even matches rarely have raids...because the risk is too high for the meager rewards).
