The help file is incorrect it states level 44. I tested this extensively as Cionadh, it only applies after leveling to 51. As an interesting note I believe actually Amatrysti(Cardinal) had this granted as well with gaining Mantle of the Phoenix due to RP by Baerinika.

It is all fire damage from a source but not environment factors, interestingly immolation is usually not helpful but from bard song it is! Hello CF heal over time!
