Playing without cabal is boring and those powers aren't ranked level 40 or something. They are generally given in the teen ranks, the first ones at least. Cabals should be easy in. CF is a game and people are supposed to have fun playing it, not getting bored waiting to get in cabal. Ideally, people should be getting inducted in the teen ranks. However, I don't see how Warren's suggestion of auto demotion helps to advance easier induction.
