While I appreciate Scar trying to do something interesting and make a puzzle, it has some issues...

1) There isn't enough cross-ness in the cross word puzzle, meaning you only get 1 letter of 1 other clue in the given answer.
2) The rules aren't defined. From the given answer we know that at least *some* of the answers are CF specific, but we don't know if they all are.
3) Arbiters is plural. The clue is not plural. Assuming you can get to Arbiter from ?Baneful Orbiter? would you then know to pluralize it? Is that because Arbiters was the CF official cabal name, or...?
4) Are multi-word answers acceptable? I don't know be the one other clue I have an answer to (that makes sense to me) is multi-word.
5) Long words are harder than short words as there are more 12 letter words than 3 letter ones. Minimum length of 5, max of 13 isn't ideal.
6) There are no easy, obvious, clues on which to build. Scar gave a hint probably because literally no one had any correct answers, or at least not enough to think a solution was forthcoming.
