I understand what you're saying, but if you are in the Empire, for example, then the large majority of red isn't a threat either simply because of the number of people that join empire, ironically for the superior pk options. Do other evils have it worse? Orcs and goblins, yes. Scarab, yes. Outlander, yes but a little safer than orcs or scarab. Tribunal...well see empire and vise versa.
