I agree that those are ligit targets for evils, and subsequently you have to be prepared for that. Though no one in the entire game says that as an evil you must hunt the evil. Those people are not "targets" by design, you make them targets in your head. Evil has the capability to never attack another evil or a neutral for that matter, its just that you choose to. Which in turn only helps with my views because you can choose which ones you want to fight. See a character with a combo that is weak to you? Kill them. See one that counters you? Stay away. Again you can pad your PK numbers by choosing out of anyone in the game which ones you want to fight.
Goodies cannot do this, to a point, they can only choose one type of player to attack, and they are bound to attack or assist another that is attacking. So you get the situation of: 4 evils online and they all counter me? Well shit, I still have to attack. Neutral that I could roflstomp? Nope cant fight him to the death, only if he harms innocents.
While Good prevails with assistance from friends in gathering gear, gold and whatnot, they get the shit end of the deal on fights.
I could argue this point till we are both blue in the face but neither one of us is going to sway. Personally, while good is the newbie style of align it is the more challenging one because of the restrictions. Evil (even some imperials) can do ALMOST anything they want in the name of evil.
If you truly want a challenge play this:
1. Evil that ONLY attacks good. Treat other evils like Maran treat Neutrals, and neutrals that directly threaten you or your cabal. (only change is when your cabal is warring. Kill all the enemy cabal at that point)
2. True Maran with a good bit of Teaching and aiding the innocents, not just killer in gold aura.
3. Good Tribunal. This one has A LOT of restrictions because of goodies being criminals and such.
