This certainly holds true for things like practicing spells and whatnot where there are likely a large number of calls for random numbers from different characters between each of yours. However, ROM (and therefore probably CF) is single-threaded, and things like each round of combat are handled by iterating over the list of characters, seeing who's fighting who, and processing their hit attempts. Each hit attempt would then be going though the same steps in the same order each time, e.g. 1 - was that a hit or miss based on hitroll?, 2 - how much damage did that hit cause?, 3 - did my victim parry, dodge, or shield block, etc. This could lead to streakiness in skill learns for things like dodge, parry, sword, etc., if the random numbers weren't well-distributed.
However (and I increased to 100 million calls this time), it sure looks like the rolls are following normal expectations:
