i.e. Cannot post on QHCF and cannot have a character until your project is finished.

They have every right to make those rules, but I wanted to point out that the IMMs aren't bending over backwards to encourage people to IMM. Behavior of the playerbase towards IMMs never entered my mind as a factor because it wouldn't bother me.
