The solution most people suggest to deal with dexy characters is burst damage--offense. Based on size & strength, grant characters a chance to automatically throw characters off-balance who dodge their attacks. Off-balance characters cannot observe their opponents (no STSF charges that round) and receive an additional 4 pulse lag penalty if they were in self-induced or opponent-induced lag. Off-balanced characters are also slightly easier to hit, reducing the likelihood of dodge-induced permalag because they won't be dodging.
