Exactly how does the game change for people that don't have dispel?

Exactly zero changes for them except they will have their preps dispelled on occasion.

The change is intended to make buffing and prepping a pain in the ass, yes. The point being the preps are supposed to buy you 3 or 5 rounds, not an entire fight of covered weakness and unstrippable protections.

Basically you're swinging the pendulum back the other way. You realize that if people keep starting combat with dispel magic, you can waltz into combat with nothing up, KO them and then prep, right?

There is no reason to let cancellation allow this other than I can't come up with an in-character reason why it can't. (Probably because the cancellation spell simply isn't developed enough to unravel A/B/S) nt
