First of all, it depends on whether the person put any trains into hp.

Then it depends on how the person decides to "gear" their character, which can vary by build. And by race. Etc. Maybe if you're playing a high-hp race you put more into hit/dam, and if you're playing a low-hp race you put more into hp. But that's a personal choice, and not everybody chooses to pursue the same strategy.

Then it depends on the simple "quality" of gear. Are we talking regear? Uber-leet set? Somewhere in between?
