It's first coming up with 112 unique and relatively interesting ideas. Making sure they are ALL balanced against each other, so some aren't always "better" than others. Then finally coding and testing each of those.

The Imms would never agree to that. Not to mention that they wouldn't want people choosing spheres because they want certain abilities, rather than for RP reasons.
