Sorry, but imperial defense - which according to Nep makes a bard dodge better than an arial warrior with the dance legacy - alone is better than the entire outlander skill set. For what I think should be apparent reasons. Imperial powers are way more versatile and usable, and imperials have none of the limitations that outlander bards do.

If you want, we can compare the PBF for your outlander bard to a PBF for your imperial bard (or a reasonably skilled imperial bard) and see which one is more impressive. No one will be surprised when the imperial bard comes out on top.

Sometimes I think we're playing different games. We must have entirely different types of players during our playtimes or something.

Yes, but at hero, people come so rarely into wilderness areas that the Outlander's "surprise" is not a factor very often. Far less often than imperial powers work for imperial bards.
