Is that it doesn't let you actually make contact hits against people like hitroll might. It just gives the opportunity to hit more often against people with slower dex (e.g. you might have gotten 3 attempted hits against someone before, but with the legacy, you got 5 this instead).

That's always been my understanding of it. The little helpfile thing they have here on the website I believe is wrong. It doesn't make you harder to parry/dodge whatever. That's enhanced reactions that does that.
