There are obviously plenty of people in the cabal right now who seem satisfied with it.
Tribunal isn't for everyone, but a lot of people like it. It isn't constant action, but it still offers the raid action of any other cabal, as well as a lot of scaffolding to generate RP among it's members and enemies / criminals.
Most Tribunals don't put sitting in their guilds on duty above chores like gathering preps and gold, getting their cabal item back or getting their enemy cabal item, gearing, etc. After all that, most people spend that time sitting in some common area anyway. If you'd rather be out hunting, seek out a Vindicator position.
Automated law wouldn't be as much fun or as interesting because it wouldn't involve the human factor. Currently, it's possible to cleverly wiggle your way out of getting wanted. If it were an automated element of the game, it wouldn't nearly as dynamic or fun. It might be "easier" in some ways, but being wanted isn't really that hard, especially given it's a volunteer position unless you're an Outlander, in which case you really shouldn't complain.
There is nothing wrong with Tribunal.
