Because I don't bother to do this multiple times a year. Generally, short term bans don't have to wait for these days. Trash acccounts, permabanned people (these guys are not sitting their first ban) and people who just got banned are generally excluded from such amnesty. We don't have anyone too recently banned at the moment. These five are the ones whom I picked from the banned accounts list as people I'm considering to unban and will unban if no-one objects.
