Because that increases the number of contributors who are willing to participate in it. They can do it for the update for their software and as public service to others.
I recall asking for input for Skill Page revamp a few years back. The input was scarce, and people started pointing things out AFTER they saw something done. They got motivated and started checking things out and pointing out errors.
It's the same for your program. Put out a version and show people that they get something out of it so that they get motivated and start gathering the info for the database.
