They just need to tone neuro down, become less depend on SVP (more on svs) or add more decent svp gear.

Maybe because the neuro, if you fail a save, drops int/wis. Mental jolt does the same (n/t)

While the numbers are more like -15 to -20 to be closer to Daurwyn's experience, yes muters have been unbalanced for a long time now.
