With the diminished playerbase being what it is, I could see it being very possible that people would "perma" simply by virtue of coinciding play-times AND coinciding ethos/alignment/cabal aspirations. If it were a perma of THREE people constantly together, then I would call it out, but then again I'm guessing Rayihn (or other Immortals) can see IP addresses or see people who don't even speak ingame when making decisions (meaning they're quite obviously sitting next to one another) and could draw the conclusion from either or both of those criteria.
Example:
Log into CF
("There are currently 22 players online.")
8 level 51s
4 level 40+
6 level 30-40
4 level 1-29
or something like, with a FEW more at an appropriate level to group with. Then the challenge becomes:
<100%h 100%m 100%mv> who group
(PK) Village Applicant
(PK) "No thanks, I wish to train slowly."
(PK) Future Outlander perma'ing with Ranger
(PK) Ranger
(PK) That one guy I ranked with last night *ding ding ding*!!!
Non-PK: Non-tank class six levels lower
Non-PK: Higher level but RP'ing sphere Sloth, rather shoot myself in the face than rank with him.
But again, as I said, the Imm staff know their biz. I would guess at overwhelming synchronicity with a severe lack of in-game communication.
