I think I'd stick with the detect artifact scale and say if you cannot solo get to an amber location at 37, a sienna location by 42, or a black location by 47, it's probably too tough and should be removed. I know there could be a huge debate about what you *can* technically get to especially when comparing things like an archon conjie versus a dark-elf AP. But still, I think there are some locations that should be removed based on those criteria.
