So I'm curious, is the evil joining tribunal not as restricted anymore?

I know a few months ago I tried with an AP and it was needed to talk to the IMM and get a kill and talk the provost and talk back to the IMM and blah blah blah, but now I see two different AP's in tribunal. Is the requirements for evil folk been reduced back to where you only need the so called recommendations and a chat with the Provost now?
