Really, I think it comes down to not having it is a multiple-times-between-rounds attack... I mean, there's a reason why no other skills exist like that-- it breaks shit.

Also, either remove the lag it causes or make it lag verrrry rarely. As it is right now, there's zero defense for it, yet there's a defense from every other type of lag besides maybe aimed shot (which isn't reliable at all).
