I agree that it can get bad if an Imm isn't willing to remove a leader that is bad for the cabal. I'm assuming based on past experience that Imms remove bad leaders that are bad for the cabal... after they've seen enough to weigh it. However:
I just think there's something to be said for letting mortal leaders lead and put their own stamp on the cabal. In general, leadership sucks enough fun out of the game without forcing cabal leaders to march lock-step in applying policies according to convention and how everyone else has applied them before.
And I don't think what Niheriva was doing was necessarily "bad for the cabal." I mean, the Fort Imm was sitting right there in approval. Now if there are too many Grahams that delete and the cabal empties to nothing while opposing cabals are full of the Grahams. Then, yeah, that would be bad for the cabal and Imms would take notice. Imms aren't silent when they disagree with leaders' policies.

No, but if you want to be in the Fortress really bad, is it too much to ask you to make the "sacrafice" of doing what your boss wants you to do?
If you want to be in Outlander really bad and there's only a sunwarden around, is it too much to ask you to talk to an Outlander Imm?
