Mental jolt is not exactly one round of lag.

Generally how it goes:

Mental jolt

Round

Mental jolt

Hard to explain, but it has just enough lag on it that sometimes you'll hit it every round, and sometimes it'll end up being every other round. Whether or not it lags doesn't matter, so that's not a factor.
