Most of them use the cabal powers to cover their own asses rather than use the cabal powers for the sake of say, The Law. So they will dart out to eastern to nail someone who just left their city and HEY! A VILLAGERS ON THE CROSS! I have only nailed fourty nine suckers! Let us go back west and call the guards! These people wont hesitate to kill someone on the outskirts of the city they are sworn to protect. Kinda like shooting someone on the pavement outside your house.
