The way the mud runs I think it'd be a huge huge pain in the ass to code in a way to specificly cause lag issues for someone specificly ie wizlag Torak 1 wouldn't be very easy to code into the mud itself
Of course if someone was doing it from the box itself I"m sure with linux there'd be a way to replicate something like but ug I don't want to think about the uglies of that either.

And from a player side of things,
I imagine it would be very difficult to figure out who was playing who etc unless you were a very bored person and then in that case I don't see why they just don't steal peoples accounts. Since to my knowledge what it takes in knowing who was who, would ultimatly be the same raw data you'd need to steal their password.
Unless of course they had some other strange means of connecting the dots of Toraks AP = this IP.
Too which I'm sure is possssible but I don't think it would be very many practical means. *Most especially from out of country*
